Why is Congress destined to be even more ineffective in the future?
1/ Congress has far exceeded the power granted by the Constitution and Congress will continue to grow under Democrats and Republicans alike.
2/ the Congressional sonority system concentrates power into about 6 to 12 representatives and senators. Representative and Senators must age for over 20 years and vote lock step with the powerful leadership before they have any significant influence for governance. After 20 years of drinking Potomac water congressmen have no idea what is really happening throughout the country. Incumbency is the self preservation of power based politicians that consolidates political power to a small group dedicated more to their power than to the public good.
3/ Because of supreme power of seniority incumbents have little chance of defeat. Of the 436 representatives only about 50 are ever contested at any two year election. That’s no choice. That's not the representative citizen government envisioned by the framers of the Constitution.
4/ Term limits would correct most problems but Congress will never act to alter it's power consolidation to the privileged few. The voters voted out the Democrats 15 years ago and now the same representatives are back and in power. Some change! Republicans have shown in the 15 years they had control that government spending and power will increase just like under Democrats.
5/ New candidates for Congress are sub standard. People like Bill Gates, Collin Powell, Jimmy Hoffa, Martin Luther King, Alan Greenspan and other proven leaders will never run for Congress because they will not waste 20 years of their lives in order to have any influence on legislation. For example, Why doesn’t Jesse Jackson run for Congress? He would give up all power for at least 20 years. With term limits he would have a chance to influence governance within 6 years. Jesse Jackson Jr. won election as a young man to Congress in a safe Democrat district. He has little real life experience and will only gain talking experience for the next 20 years. After this mental storage period and extensive drinking of Potomac water he will be a powerful politician with no experience. A Libertarian president and only a Libertarian president can make a substanial improvement in Congress.
Bob's position is that as a Libertarian President he can uniquely work with a de-facto term limited Congress. Bob is neither Democrat nor Republican and therefore is not bound to the partisan party leadership. He can take the power away from the leadership with veto power combined with the inability of Democrat and Republican leaders to work together. All ear marks will be vetoed further eroding the leadership’s ability to make most congressmen and senators vote “lock Step” with partisan politics. Bob will work directly with the 400 some less senority congressmen and Senators for bipartisan legislation that will guide the government to compliance with the Constitution and the needs of the country.
With the veto power and allegiance to the people, instead of either the Democrat or Republican powerful few, Bob, as president, could mobilize a broad base of low seniority congressmen and senators to develop truly bipartisan progressive legislation. This would draw better candidates that would provide better governance. It would also make it realistic that high quality Libertarian candidates will be elected if the Democrat and Republican candidates refuse to comply with the constitution and reduce government.
In addition to the improvements for Congress a Libertarian president has a greater opportunity to staff a cabinet and federal agencies with the best people. A Republican president is restricted to "Republican" loyalists which is only half of the available talent. A Democrat president is likewise restricted. A Libertarian president has no such restriction and will definitely appoint the best talent for the best service to the country.
