Bob formulated and implemented state legislation for an economic zone in Benton Harbor, Michigan, when Benton Harbor was the most distressed city in America. Bob generated over 700 new jobs and over 140 new private businesses in less than three years in Benton Harbor, a nationally renowned distressed city of about 10,000 citizens.
