Bob formulated and implemented state legislation for a Libertarian style economic zone in Benton Harbor, Michigan when Benton Harbor was the most distress city in America. Bob generated over 700 new jobs and over 140 new private businesses in less than three years in Benton Harbor, a nationally renowned distressed city of about 10,000 citizens.
